Stripped books are not supposed to be resold. In fact, they were supposed to have been destroyed once stripped. The covers were stipped off and returned to the distributor or publisher as evidence that the books were destroyed. The bookseller was credited for the value of the books, as though the books had been returned. So, technically, selling a stripped book is a form of selling stolen goods.
However, in the real world, I've never heard of anyone being prosecuted or even investigated for selling stripped books.
I do think your seller was a skunk, knowing perfectly well that what he was doing was, at the very least, unethically deceptive, and I'd file an INAD.
