I feel like that's kinda the point- the melancholy comes from our journey with Frieren coming after the adventure is over.
In this flashback, we're still in the starting phase of the adventure, with the unknown and endless possibilities still ahead. It makes sense it's a lot more upbeat.

Love is loss that we've yet to mourn. Beauty is tragedy in waiting. Beauty, love, and all those other wonderful feelings are inextricably intertwined with pain and loss, because all things in life are transient.
In other words, the sadness isn't in Heiter's story about his past. The sadness is in the fact that it is past. Heiter is telling this story of his youth while he's an old man near to death. The rosy and hopeful time he speaks of is something that will never return, living only in memory - and soon that memory will die with him. Even Fern didn't stay awake to finish it all. But he smiles, because preserving what's gone isn't the point. He appreciates the beauty around him in the present.
The story within the story is happy. But the main story, the story with Fern and Heiter, is bittersweet.

Man why are so many people getting upset that this is a flashback chapter. I think this chapter is really good and wholesome, i actually enjoy it a lot, sometime you just need a break from the main story

I didn’t say there’s something wrong with him. It’s more that this chapter for me reminds us that we’re reading this series because of Frieren and her story. Himmel’s story on his own (assuming no Frieren in party or after) probably wouldn’t garner as much interest as it would be too generic. Generic doesn’t mean it’s bad or it can’t be interesting, as you both said.

No. Whoever wrote this story does not understand Himmel. He was indeed vain, but he was in no way a narcissist; he didn't need anyone else to believe in him, which is the defining trait of a narcissist.
